Description | Primary Purpose:
Direct and manage daily payroll activities of the district. Ensure that payroll and tasks are delivered in compliance with applicable state and federal laws and regulations and in a timely manner.
Qualifications
Education/Certification
- High school diploma or GED required.
- Post-high school education highly preferred.
- Bachelor’s Degree Preferred.
Special Knowledge/Skills
- Knowledge of local, state, and federal requirements relating to payroll issues and reports.
- Knowledge of payroll accounting, auditing principles, and human resource practices.
- Knowledge of applicable rules and regulations surrounding the Teacher Retirement System, health care benefits, required reporting, etc.
- Effective communication and interpersonal skills. Maintain the highest level of confidentiality as appropriate under the law and applicable rules and policies regarding payroll and HR matters.
- Proficiency skills in keyboarding and file maintenance.
- Ability to work with numbers in an accurate and rapid manner.
- Ability to use software to develop spreadsheets and databases and do word processing.
Experience
- Three years of payroll experience at a high level of responsibility.
Major Responsibilities and Duties:
Payroll/Data Entry
- Direct and control payroll preparation and production, including regular, special, and supplemental payrolls. Ensure adherence to standards and procedures and take steps to correct problems, delays, and inaccuracies.
- Develop and implement payroll procedures to ensure timely processing of payroll and the applicable payment of all benefits and payroll deductions.
- Maintain district payroll registers, employee payroll information, and other original documentation in an orderly and accurate manner in accordance with state, federal, and district requirements.
- Receive and audit time sheets for all district employees. Calculate employee wages, salaries, hours worked, and overtime pay, and determine withholdings, deductions, and net pay.
- Assist with the development and implementation of payroll procedures to ensure timely processing of payroll and the applicable payment of all benefits and payroll deductions.
- Ensure accuracy of payroll and calculations, balancing each payroll prior to check disbursement.
- Control payment of all liabilities generated through payroll, including taxes and insurance. Assist with processing Teacher Retirement System (TRS) deposits and Affordable Care Act Reporting as needed.
- Prepare and submit payroll reports and forms including those required by Internal Revenue Service, Texas Workforce Commission, Texas Retirement System, Federal Insurance Contributers' Act (FICA), Medicare.
- Coordinate payroll operations with other accounting and data processing units and confer with other administrative and technical staff regarding personnel changes and new staffing arrangements that affect employee compensation.
- Process and resolve direct deposit and other banking interactions.
- Receive and process dental reimbursement claims.
- Maintain confidentiality of information.
Administration/Other
- Interface with administrators, principals, directors, and staff regarding payroll-related issues. Assist with the equitable resolution of complaints, concerns, and problems.
- Work cooperatively with administrators, principals, directors, human resources, and staff to process hiring, leave, terminations, and other employment-related issues impacting employee pay.
- Compile, maintain, and file all reports and other documents required including auditable records.
- Administrator for the timekeeping system.
- Bank reconciliations.
- Manage online payment system.
- Review, update, and train employees on procedural manuals.
- Assist with accounts payable with Amazon orders and more.
- Follow district safety protocols and emergency procedures.
